To use a Framework or not?

Why do we need to use a framework in our web applications? Some say to make the codes more “maintanable”, some say for “rapid development” and some say to have your resume the “buzzword” to make you more bankable.

Well all/none of these can achieve depends on the developer who’s doing the application. I’ve seen codes using Zend Framework but the codes is like the plain old procedurals just wrapped in a class. It’s not OOP, wrapping pieces of codes in a class does not mean you are doing an “OO” thing.
